The Government of Pakistan’s Cabinet Division is seeking qualified candidates for the position of Chairperson at the Special Technology Zones Authority (STZA). This key leadership role will focus on driving the growth and development of Special Technology Zones (STZs) across the country, helping to create an environment conducive to technological innovation and investment. The Chairperson will be instrumental in fostering innovation, attracting both foreign and local investments, and promoting Pakistan as a competitive technology hub.
Functions and Powers of the Authority:
The Chairperson will have several core responsibilities to ensure the success of the STZs, including:
- Review of National Investment Policies:
- The Chairperson will assess and review current laws, regulations, and investment policies related to technology zones. Based on these evaluations, they will recommend necessary amendments to the Federal Government to promote investment and facilitate smooth operations within the zones.
- Cluster and System Development:
- A key responsibility will be identifying, creating, and upgrading technology and scientific clusters within the zones. The goal is to develop a robust system that enhances the capacity for research, development, and innovation in areas like ICT, biotechnology, and engineering.
- Marketing and Promotion:
- The Chairperson will oversee the development and implementation of marketing strategies. This includes image building, public relations, and promotion of the zones on both national and international platforms to attract high-value investments and partnerships.
- Land Procurement:
- Another significant responsibility is to recommend that the Federal and Provincial Governments provide and procure lands for the development of special technology zones. This will facilitate the establishment of infrastructure and ensure the availability of suitable locations for tech businesses.
Education and Qualifications:
- The applicant must possess at least 16 years of education in one of the following fields:
- Business Administration
- Management Sciences
- Technology Management
- Computer Sciences
- Engineering
- Information and Communication Technology (ICT)
- Public Policy
- Or other related disciplines from a university recognized by the Higher Education Commission (HEC) of Pakistan.
This educational background ensures that the Chairperson will have the necessary skills and knowledge to effectively manage and develop the STZs.
Required Experience:
- Applicants should have extensive experience in leading large organizations, preferably in the technology sector, or in managing significant national or international projects related to technology, business, or public policy.
Candidates with expertise in policy formulation, technology infrastructure development, or investment promotion will be given preference. Strong leadership skills, a strategic vision for technology sector growth, and the ability to collaborate with both government and private stakeholders are essential for this role.
