📢 Expression of Interest (EOI) – Individual Consultants Required

The Government of Sindh, with World Bank assistance under IDA Credit No. 7237, is implementing the Sindh Integrated Health and Population Project (SIHPP). With a total approved budget of USD 280 million, the project aims to improve access to universal health coverage (UHC) by strengthening integrated services in reproductive, maternal, neonatal, child, and adolescent health, as well as nutrition (RMNCAH+N) and family planning.

This initiative also promotes women’s economic empowerment through skills development and microfinance, overseen by third-party organizations. As part of its digital transformation goals, SIHPP plans to launch an IT-based Electronic Medical Record (EMR) system under the Project Management and Implementation Unit (PMITU).

📌 Vacancies Available

1. IT Officer (PPS-09)

Qualification:
Bachelor’s degree in Computer Science, Software Engineering, or a related discipline.

Experience & Skills:

• Minimum 3 years of development experience.
• Proficient in MERN stack (MongoDB, Express.js, React, Node.js).
• Strong knowledge of front-end and back-end tools like HTML, CSS, JavaScript, React, Angular, Node.js, Python, Ruby on Rails.
• Experience with SQL and NoSQL databases (PostgreSQL, MySQL, MongoDB).
• Familiar with cloud platforms like AWS, Azure, or Google Cloud.
• Git/version control experience.
• Understanding of GIS and Agile methodologies (Scrum, Kanban).
• Excellent problem-solving and debugging abilities.

2. Data Processing Officer (PPS-09)

Qualification:
Bachelor’s degree in Computer Science, Data Science, Statistics, or a relevant field.

Experience & Skills:

• At least 3 years in QA or data engineering roles.
• Experience with automation testing tools.
• Strong understanding of QA methods and tools.
• Familiarity with data visualization tools like Power BI, Tableau, Google Data Studio.
• Proficiency in Java, JavaScript, or Python.
• Experience in data analysis and predictive modeling.
• Prior exposure to health data systems will be preferred.

3. Networking Officer (Data & Documentation) – PPS-07

Qualification:
Bachelor’s in Computer Science, Network Engineering, or related area.

Experience & Skills:

• 1 year of experience in networking/software development (preferred).
• Strong knowledge of networking protocols (TCP/IP, DNS, VPN).
• Experience with MERN stack is a plus.
• Programming knowledge in Python, JavaScript, or PHP.
• Awareness of cyber and network security practices.
• Analytical, troubleshooting, and teamwork skills.
